Project Overview

PharmOut was engaged by the Australian Government in a specialist design management role to develop the business case for a new state-of-the-art, 37,000 sqm sterile biopharmaceutical manufacturing facility, known as “Project Banksia”. The initiative was aimed at strengthening Australia’s ability to respond to future disease threats, including rapid pandemic response and support for multiple nationally significant biopharmaceutical products.

Project Scope

The engagement began with a detailed review of current and potential future manufacturing technologies. This technology assessment formed the basis for a conceptual facility design developed to achieve full compliance with current Good Manufacturing Practice (cGMP) and applicable building regulations. Using the design concept, PharmOut then prepared a ±30% cost estimate to underpin the business case.

Project Outcome

The resulting concept design and cost estimate gave the Australian Government a robust, compliance-ready foundation for its investment decision, positioning the proposed facility to deliver sovereign, pandemic-resilient biopharmaceutical manufacturing capability.
