PharmOut were engaged by Eurofins to provide project management and third-party architectural and engineering design management consultancy services for new (brownfield) laboratories in Dandenong South. The project involved the conversion of an existing data centre of around 8000 square metres (on a site of approximately 16000 square metres) into state-of-the-art secure laboratories for environmental, chemistry and microbiology testing departments.

 

PharmOut assisted Eurofins with guidance for key technical decisions to arrive at an early optimal design for the business. This included options analysis for facility configuration, master planning for different project phases and guidance on the removal or re-use of existing site infrastructure. Project management services included selection of an appropriate project delivery model, engagement of design consultants, construction phase tendering including builder selection, contract administration and novation of consultants to the builder allowing the builder to complete the project.

A significant challenge for this project was a strict construction deadline that had to be met as Eurofins were relocating from another site with a lease on a fixed expiry date. A key decision for the project was adoption of a Design and Construct delivery model (amended AS4902 contract) which allowed the construction phase to be fast-tracked and aligned with the relocation deadline.

Following construction completion for Phase 1, PharmOut were subsequently awarded the design services package for phase 2.

 

Phase 2 involved the addition of a chemistry laboratory on the mezzanine constructed during Phase 1 and the repurposing of some existing laboratory space. The design team executing this work included the following disciplines: architect, building surveyor, mechanical, electrical, hydraulic, fire services and process.

 

A significant challenge for Phase 2 was the design and construction within a fully operational laboratory. The project had to be executed without disruption to existing laboratory operations, including (but not limited to) the due care for the sensitivity and calibration of balance benches and the like.
